For every hour read from the book the reader will gain a new spell equal to there spell casting level but will loose two points of there spellcasting ability score.(I.E Intelligence for Wizards, Wisdom for Clerics) permanently only a wish spell will regain ability scores.

If a none spell casting class reads from the book they will gain any cantrip but will loose two points from there classes primary ability score(I.E Strength for Fighter, Dexterity for Monk)
